On December 13, 2016, Greater Sudbury Council approved the Transportation Master Plan (TMP). The process of completing the TMP began in 2011 and was originally due to be completed in Summer/Fall of 2012.

The TMP contains some very positive directions:

• For the first time, the TMP contains provisions for cycling. Chapter 9 of the plan is a Cycling and Pedestrian Master Plan, which contains proposed cycling routes along with proposed infrastructure for each route and broad timelines for implementation, based on existing and future major road reconstruction projects. Additional routes were added or adjusted as a result of consulting with the community, including the Sustainable Mobility Advisory Panel.
• Recommendations for the development of key policies that will change how we plan road projects, including Complete Streets, Transportation Demand Management, a Transit Master Plan, and new Road Classifications/Designs standards.

The SCU recommended a number of adjustments to the plan, including dealing with the remaining gaps in the proposed “minimum grid” of primary cycling routes, changing the priority of some longer-term primary route projects to shorter-term timeframes, and recommendations for additional policies. These adjustments were not implemented in the plan presented to Council, and the SCU will continue to advocate for these changes as we proceed with the implementation of the plan.

Two motions were proposed by Council during the discussion of the TMP, including removing the proposed South Bay Road Extension, which would cut through the Laurentian Conservation Area, and doing an indepth study for the Montrose North Extension to ensure that Complete Streets and traffic calming are implemented on this road. Complete Streets designs include sidewalks, bike lanes, trees and other features that will make Montrose a move livable neighbourhood street. It is anticipated that a final version of the plan will be available early in the new year, and that the City will then post a Notice of Completion, which will kick off a last 30-day opportunity for the public to submit concerns and comments.
